Two numbers, not one. You can sow carrots once the soil hits 40 to 45°F, but they germinate best at 55 to 65°F and take two to three weeks to show. Sow early and you're keeping a quarter-inch-deep seed damp for three weeks in cold soil — which is where most carrot rows are lost.
You can sow at 40°F. They germinate at 55
Almost every page on this subject gives you one temperature. Utah State gives two in the same breath, and the difference between them is the whole problem.
"Carrots can be sown after soils reach 40°F. Seeds germinate best at 55-65°F and require 14-21 days to emerge."
Sown and germinate are doing different jobs in that sentence. Forty degrees is the point at which putting seed in the ground is no longer pointless. Fifty-five to sixty-five is the point at which the seed is actually in a hurry. In between, it will come up — slowly, unevenly, and only if the conditions hold for the entire time.
Maryland sets its floor a little higher: "Plant when the soil temperature has reached at least 45°F." We are not going to average those into 42. Utah State says 40 and Maryland says at least 45, and the honest version is that somewhere in there is the earliest it is worth trying, with the risk rising the lower you go.
Three weeks, in the layer that dries first
Here is why the early end of that range is a trap rather than a head start.
Utah State: "Seeds should be planted ¼ inch deep." Maryland: "Cover seed with ¼ to ½ inch of soil and keep seedbed evenly moist."
A quarter inch down is the exact layer that dries first. Sun and wind take the surface long before they touch anything deeper, and a carrot seed spends fourteen to twenty-one days sitting in it. Every dry afternoon in those three weeks is a chance for the row to fail, and the failure is silent — you do not find out until nothing comes up.
This is the same thing we found when we went looking at how gardeners are told to check soil moisture: the finger test reports on soil a seed is not in. A knuckle is about an inch down. A carrot seed is at a quarter. The test everyone uses is measuring the wrong depth for exactly the crop that cannot survive being wrong.
So the practical version of "when to plant carrots" is not a temperature at all. It is: when can you keep the top half-inch damp, every day, for three weeks? If the answer is April, plant in April. If it is a week when you will be away, wait.
Crusting, and the radish trick
There is a named enemy here and it is not cold. Utah State: "Crusting soils will limit seedling emergence and affect plant stands."
Utah State names the effect and not the mechanism, so the next two sentences are ours. A crust is what a wet soil surface becomes after it dries: it sets into a lid, and a carrot seedling is about as thin as a thread. What is sourced is that crusting limits emergence and affects plant stands.
Two extension services, independently, give the same odd-sounding fix. Utah State: "Planting radishes with carrots helps minimize the crusting problem and identifies where the planted rows are." Maryland, separately: "for a spring crop try marking the rows by sprinkling a few radish seeds in with them (harvest radishes before they compete with carrots)."
One handful of radish seed does two jobs, and both services name both jobs. Utah State says it minimizes crusting and identifies the rows; Maryland gives the row-marking. Neither explains HOW a radish helps with a crust, so our reading — that a fast, chunky seedling breaks the lid for the thread-thin one behind it — is ours rather than theirs. The row-marking half needs no mechanism: three weeks of looking at bare soil and wondering whether to give up is a real thing that a line of radish tops prevents. Maryland's parenthesis is the part to remember: pull them before they start competing.
Utah State adds a second approach for the same problem: "Plant seeds on soil surface, then cover seed with compost or fine sand to help with stand establishment." Utah State does not say why that helps either, and our reading is the obvious one — compost and sand do not set the way a fine soil surface does.
And there is a summer gap at the other end
Most pages stop at the cold end. The warm end is just as real and it costs you flavor rather than germination.
Utah State: "Temperatures above 80°F reduce seed germination", and "Carrots grow best when temperatures do not exceed 75°F." Two sentences later, the consequence: "High summer temperatures reduce growth, decrease quality, and cause bitter or off-flavors to develop."
So there are two windows, not one season, and Maryland says so directly: carrots "are best planted in the spring and fall." A row sown into midsummer heat germinates badly and, if it does come up, gives you carrots the sources say are lower in quality and can taste bitter. How much worse, and how far either side of summer you would have to move to avoid it, none of them says.
Which is a more useful thing to know than a planting date, because it explains a result rather than prescribing an action: if your carrots have ever been oddly bitter and you could not think why, the answer may be the month rather than anything you did.
Frost is barely the issue
For completeness, since every other planting page is about frost: it is not what limits this crop.
Maryland classes carrot as "Semi-hardy (can withstand light frosts, but not heavy frosts or freezing; roots can tolerate colder temperatures than tops)". Utah State puts it plainly: "Temperatures down to 32°F do not seriously damage plants."
The roots tolerating more than the tops is worth holding on to — a frost that takes the leaves has not necessarily taken the crop underneath, which is the same distinction that makes a frosted potato row recoverable.
Four planting pages now and four different constraints. Tomato waits for the last frost. Potato ignores it and waits for soil at 50°F. Onion is bounded by a bolting risk at one end and day length at the other. And carrot is not really waiting on temperature at all — it is waiting on three weeks of damp surface.
